The last four states to secede did so in 1861. When was the Emancipation Proclamation issued? Read your text materials to find out. Yes, the answer is B, but you are guessing. READ and learn.

The BIG dum-dum
Two challenges that freemen faced were "Many died from hunger and disease" and "They did not have a good selection of homes, they mostly lived in abandoned homes" The role of the freemen's Bureau was to provide food, clothing, and medical supplies to the needy blacks. They also wanted to provided jobs and schools. I believe the Freemen's Burau was unsuccessful, for one they did not have a lot of cash on hand at the time. For two they also did not have a lot of resources and working with the planters was hard. For three they did not get to provide as many jobs or schools like they had hoped, due to the lack of cash.
