I agree with "CA". You would have to divide 21,000 by 3 to get 7,000, but that's only partly the answer. Because the water level is decreasing, you would have to turn 7,000 negative. So the answer would be -7,000 cubic yards per month.

I think that ms midnight is right because you would have to divide the 21,000 by three and that gives you 7,000 but the it tells us that the water is decreases so then it would give you -7,000 😁🤞🏻☁️🍉🐮🐼
