What is a nonpartisan election? Is it either a voter who votes undicided or when the election does not have distinct parties?

Nonpartisan elections are those in which the candidates are not identified by party. Our city and county commissioner elections are nonpartisan.

Most of these terms are rather specific and aren't in common usage, at least in my experience.
