    The answer should be 4. If you think about it, it makes sense too, because in the Senate, elections take place every 6 years, and the thought is that it tends to remove them from the desires of their constituents as time goes on. The Founders wanted at least one branch of government to have direct connection with the people on a district-level, and that became the House of Representatives.
