First, in the first question, WHICH presidents are you talking about? For the rest, do you know who President Roosevelt was and what he did? Do you know what the Great Depression was? If you do, you should be able to answer these questions. If you are confused about the Constitution, please read Articles I and II, then compare it to what President Roosevelt tried to do.
