Yes, you are correct. A council-manager form of city government may also have an elected mayor, though. So either answer would be correct, but you have to choose one, and B is as good as C. A and D are wrong.

Just noting, Reed is right, both could be right. Here in Austin, we have a council-manager form, with an elected mayor.
