the difference in speeds is

819.017ft/8.5s = 96.355ft/s

so, what's wrong with this problem?
Answered by Wayne
speed does not match the distance, let me rethink....

I'm not getting it, can it not be solved with info given. The difference between the two speeds is .247. .247*60*60/5280 = 0.16mph. vehicle per near stopped.
