Um. No. The Bill of Rights was added AFTER the Constitution was approved and adopted. The Bill of Rights is the first ten amendments to the Constitution. What convinced many reluctant citizens to approve the Constitution as it was written in 1787?

The first ten amendments were adopted in 1791. Hamilton, Madison, et al. campaigned heavily in favor of adoption of the Constitution in papers and pamphlets that were widely distributed.
