f' = 2 x /(x^2+1)
f" = [ 2(x^2+1)- 2x(2x) ]/(x^2+1)^2
= [ 2x^2+2 -4 x^2 ]/(x^2+1)^2
2[1-x^2] /(x^2+1)^2
