How many mols NaOH do you need? That's M x L = ? mols NaOH.
Then mols NaOH = grams NaOH/molar mass NaOH. You know mols and molar mass, solvle for grams NaOH.

You need 3.66g of NaoH weighed into a 250mL flask and made up to mark
58*0.25*250/1000= 3.66g
58*0.25*250/1000= 3.66g
