3 = 3 cis0
2+3i = √13 cis x where tan x = 3/2
now divide, and you get

3/√13 cis(0-x)
= 3/√13 (cosx - i sinx)
= 3/13 (2/√13 - 3/√13 i)
= 6/13 - 9/13 i
