1) This is FACT of what DID happen = the parents did buy a car. The dependent verb is probably the Present tense = voy a usar.
2) Again, this is FACT of what DID happen = the dependent verb will probably also be the Preterit, because that happened as well.
Now, you should be making the determination, to see if you have the feeling of which tense.
I'll also flag this one and come back later; it may not be this evening.
