Vector sum them:
10E+18N+20(-E)=18N-10E
that is the vector displacement. In geo coordinates,
find direction: arcTan(-10/20)=-26 deg or 360-26=direction 334 (from 000, North).
find magnitude: sqrt(10^2+20^2)=sqrt 300=10sqrt3
geographic displacement=10sqrt3 @ 334
check my work, and figure the angle more precisely.
