y = (3/2) x + 4.5
so slope of original is 3/2
slope of final is -2/3
y = (-2/3) x + b
-2 = (-2/3)(-4) + b
-2 - 8/3 = b
b = -14/3

3 y = -2 x - 14
2 x + 3 y = -14

y = (3/2) x + 4.5
so slope of original is 3/2
