based on a fundamental rule of exponents
a^-b = 1/a^b and a related version (a/b)^-x
= (b/a)^(+x)
e.g. 2^-3 = 12^3 = 1/8
(2/3)^-2 = (3/2)^2 = 9/4
so for yours: x^-b = 1/x^b
a^-b = 1/a^b and a related version (a/b)^-x
= (b/a)^(+x)
e.g. 2^-3 = 12^3 = 1/8
