Both the Stamp Act and the Townshend Acts tried to tax the colonists to pay for the French and Indian War. The Declaratory Acts of 1766 provided the justification for such taxes, although they imposed no new taxes. The word "justification" is our word, not theirs, so we can debate this question. The Stamp Act obviously came first.
