The best way to ensure success in the event of a terrorist attack is through:
a. the use of the IMS because it can be expanded or contracted to include local, state, and federal agencies.
b. adoption of the Critical Coordination Contract, whereby different agencies agree or "contract" to assist each other during emergencies.
c. proper training of personnel. Since each agency will be expected to work independently, for the same end result, training is imperative.
d. FEMA's "Mass Casualties Triage Units" Program, which has been adopted by all 50 states.
