                I need help understanding Federalist #46. I have to do a brief summary of it? 
One of the major controversies about the Constitution was the power given to individual states versus power of the federal government. Federalist Paper # 46 stresses that the power lies with the people and that their first loyalty will be to their state. It argues for a limited federal government.
