The instructions are clearly stated. Grammar is good. The sentences beginning "Are you finished?..." should be separated into a new paragraph. For it all to make good sense and to be correct, you might attribute the instructions to the professor/teacher:
"The professor's instructions were, 'I will distribute...'
After the teacher wrote the answers on the blackboard and asked, 'Are you finished?...'"
