The center is the midpoint of PQ: (-3,4)
The radius is half the length of PQ: 1/2 √(14^2+4^2)

Now, knowing the center and the radius, you know that the equation is

(x+3)^2 + (y-4)^2 = r^2
Answered by Jj
i got (x+3)^2 + (y-2)^2=65
