Which is the most likely reason that more of the characters in The Giver do not act heroically?

1:In a community where everything is the same. there is no need for change or courage.
2:Most people in the community do not see any reason to take action to change or escape from their community?

I am torn between these two..They are too much a like and hard for me to chose. I'm am leaning on the side of #1..because of the wording (Most people) in answer #2...Please I need help...Thank you...

I believe there are a few people in The Giver who question their customs.
