If there are several values of x with the same y, then if you turn it sideways there are many values of y for the same x and we can not write y = f(x) and get a unique answer.
An example is a sine function
y = sin x
that is a perfectly good function, one y for each x.
However is we invert it
x = sin y or y = sin^-1 x
then there are many (infinite number of) values of this inverse function for each value of the argument and it is not a function.
