There are up to _______ judges on an appeals court, only ______ usually hear each case.
a. 12;5
b. 12;3
c. 15;5
d. 15;3
I chose d. The book states that, that the United states is divided into 13 courts of appeals. There are 12 geographic circuits, and 1 U.S. Court of Appeals. Each of the 13 appeals courts has between 6 and 28 judges. Usually 3 judges hear each case.

3 is correct for the second number, so a and c are out.
I'd go with d, also, even though your book and different sources in search results online say 28 for the first number.
