No, because of the wording of the statement. If 'any' two rays form an angle, that means that the rays can be either parallel, perpendicular, etc. But this does not mean the rays intersect anywhere, and this has to be the case for the rays to form an angle, which doesn't have to be. An angle is formed when the endpoints of two rays are in the same place (i.e. the vertex), but if Jill is talking about 'any' two rays, this might not happen.
