You were just guessing! Read the article I posted. The EEC predates the "fall" of the Soviet empire, and there was NO treaty between the U.S. and the U.S.S.R.

Yes, it is B. That's only part of the story, though. The Soviet economy was in collapse (largely because of the arms race with the West). People were not doing well under Soviet communism, and wanted change. In a way, the U.S.S.R. collapsed under its own weight. The revolutions in Eastern Europe (Poland, East Germany, Berlin, etc.) were the final act of what was already underway.
