I would say A) fewer cotton farms in Great Britain
Because the growth of the textile industry prompted legal changes allowing the textile mills to flood the land. The land was covered by water to fuel the water wheels of the mills and could no longer be used for farming. As a result people moved to the cities. This would also kill B as a possible answer.
Additionally, depending on the time period D would be invalid due to the fact that Great Britain banned the slave trade before the United States did.

I'd say yes, D. Cotton was the raw material for textiles (along with wool), so more cotton was needed, grown in the "slave states."
