If you dissolve 3.5 moles of CaCl2 in a solution, how many moles of C+2 ions and C- ions will there be in the solution?

I assume you made a typo. Technically there will not be any C+2 nor any C- ions.
There is 1 mol Ca ion in 1 mol CaCl2 and 2 mols Cl^- in a mol of CaCl2. So if you start with 3.5 mols CaCl2 you will have 3.5 mols Ca^2+ and 7 mols Cl^-
There is 1 mol Ca ion in 1 mol CaCl2 and 2 mols Cl^- in a mol of CaCl2. So if you start with 3.5 mols CaCl2 you will have 3.5 mols Ca^2+ and 7 mols Cl^-
