What does your text say? When the people propose a new law themselves, get it on the ballot and vote on it, it's called "initiative." But that word does not fit the sentence above.

If you have the graph, you MUST have some reading material, otherwise you would not have questions based on it. Read it for what they call the initiative process, in which people enact their own public policies.

I don't need to see the graph. I know what it shows. But for the second question, you could call it pure democracy in which the people themselves enact a law or public policy, instead of the elected representatives.
