A bag contains 22 1\2 cups of flour. A recipe for pancakes uses 1 1/4 cups of flour. How many batches of pancakes can be made with one bag of flour?

just divide the available flour by the amount required for each recipe.
If I told you you had 10 cups and needed 2 for a recipe, you wouldn't have trouble finding how many batches you could make, would you?
Same thing here. You just have to know how to deal with fractions:
(22 1/2)/(1 1/4)
= (45/2)/(5/4)
= (45/2)(4/5)
= 45*4 / 2*5
= 9*2
= 18
