I had to make a complete sentence using, won't, turn and on. I could add any additional words. My sentence is ...The tv won't turn on mom and dad. My mom says that's not correct grammar?

If you put a comma after 'on' it'll be fine.

Because the TV cannot turn itself on, it might be better to say, "The remote won't turn the TV on, Mom."

Yes, the comma will make the sentence grammatically correct, but not as clear as it could be. :)
