What made the British model of limited monarchy with substantial parliamentary involvement more stable than French absolutism during the 18th Century?

What do you suppose? In a limited monarchy the people being ruled have a say in how they are ruled. In an absolute monarchy the people have no voice. Which would seem more sustainable?
