if the percent is greater than 100, that is more than the number.
per cent means per 100.
100% is 100 per 100, or all of it.
per cent means per 100.
100% is 100 per 100, or all of it.

If the percent is 100%, then the part will be the same. If the percent is greater than 100%, then the part is greater. Finally, if the percent is less than the part, the part is less.
