If you're not sure, Google each of these Amendments.

You're right. The 13th gave freed slaves all rights of citizenship. The 14th applied all national government rights to the states (meaning states couldn't exempt themselves or refuse to recognize rights granted in the U.S. Constitution. So, the 14th made the states abide by the 13th.

I looked it up and found Amendment 13 Slavery Abolished, Amendment 14 rights of citizens: 1)all persons born in the united states are granted citizenship, 2) no state can deny any person the equal protection of the laws, 3)no state can deny any person life, liberty, property without due process of law, Amendment 15 Black Suffrage, No denial of vote because of race, color, previous condition of servitude, Amendment 19 Women's Suffrage, women gain the right to vote. So i was right right!

I would say 14 which does not allow sates to deny privileges to any citizens.

Wait a minute. Yes, 13, but 14 is vital. 13 abolished slavery, but 14 said states can't deny citizenship rights to citizens. Both are necessary. In this case, I'd go with 14 based on the language in the question. But 13 and 14 go together.

14 says they have the right to go to school just as other citizens do.
13 just says they are not slaves any more.

I agree with Damon. The 14th Amendment grants people the freedom to educate themselves and their children.
