recall that if the line is written in the form
y = mx + b, then m is the slope
so ...
8y = -16 or, how about
8y = 0x - 16
y = (0/8)x - 2
y = 0x - 2
so the slope must be 0
in general if the linear equation can be written in the form
y = k, where k is just a constant, you have a horizontal line and the slope is zero
if the linear equation can be written in the form
x = k , you have a vertical line and the slope is undefined.
