Tom and Jasper have the same percentage of blue marbles in their bags of marbles. tom has 5 blue marbles and 20 total marbles. Jasper has 12 blue marbles. How many of Jasper's marbles are not blue?

Since you know they have the same percent, you can divide 5 by 20 = 0.25 which is 25% or 1/4.
Then you take 12 and multiply it by 4 to get what you originally started with in the bag = 48 marbles in the bag
Check your work: 12/48=0.25 so that is correct :)

Can you please explain how you got 4 to multiply 12(12 * 4)?

I figured out what the percent of the blue marbles was compared to the total in the bag for the first part, that's how we got one fourth = 0.25 (this is for tom)
you take 12 and multiply it by 4 because 12 is one fourth of the whole bag, so you need to figure out what the total number of marbles in Jasper's bag is, before you can figure out how many of Jasper's marbles are not blue. Does that make any more sense? I hope it does :)
