With A and B I get the same answer.

I can tell you for sure that it is NOT A. Why? Because it's not in scientific notation.
Let's do it together.
0.000000916
Let's count our zeroes.
0.0(1)0(2)0(3)0(4)0(5)0(6)196
So, we have 6 zeroes.
We happen to be moving the decimal to the right, so the exponent is negative.
So we have 916*10^-6.
But, as I said, That ^^^ Is NOT the answer because it is not in scientific notation.
Let's put it in scientific notation. a number needs to be greater than one but less than 10 to be in scientific notation.
So, the answer is.... (drum-roll Please)

9.16*10^-6. Which is answer b.
