    I thought that you had to cross off the two zero's from each side.That is what my teacher has told me.

    You can, but in this case you can't because only one number in the fraction has a zero. This is 50. The other number, which doesn't have a zero is 99. Therefore, you can't simplify the fraction that way, and you can't simplify it.
