11” x 2-1/4” pvc sleeve with cap will be permanently installed below ground level
how would those numbers be transferred in ap style. I tried looking it up and I'm confused.

I don't recall that AP style for written material specifies. The AP broadcast style manual would have the dimensions spelled out so as to make it easy to read aloud.
