people say that julius caeser play was a real story.then how come shakespere wrote when alltogehter things were happening???

Julius Caesar, the man, died in 44 B.C. Shakespeare wrote the play about him about A.D. 1600 -- over 1600 years after Caesar's assassination.

Julius Caesar had frailties just as all rulers have frailties ( much as they hate to admit them). Although very smart and capable Caesar was undone by not keeping his ego and ambition in control.
