y+x+4 and the parallel must past through this given point (-7, 1)

fix the typo.

Surely you can find the slope of the line.
The parallel line has the same slope -- call it m.

Then, recall the point-slope form of a line with slope m that passes through the point (h,k):

y-k = m(x-h)
