The full inequality is
-4 ≤ 3 +7x<24
I just broke it up into two parts. If you can help me with the full inequality I will appreciate it.

solve just like regular equations, working both at once.
-4 <= 3+7x < 24
subtract 3 everywhere to get
-7 <= 7x < 21
now divide through by 7:
-1 <= x < 3
-4 <= 3+7x < 24
subtract 3 everywhere to get
-7 <= 7x < 21
now divide through by 7:
-1 <= x < 3
