If the melting point of a substance is -39C, has the substance melted at 20C?

probably, depends how long it is sitting there and how cold it was when it came out of the freezer and what its specific heat and heat of fusion is and what its shape is, a long tube will melt faster than a sphere of the same mass as you know.
