No. I would go with a; however, it begs the question of "lower than what"? My assumption is lower than fresh water.
The freezing point of salt water depends ONLY upon the number of dissolved particles (NaCl, MgCl2, etc.); i.e., how much other stuff is dissolved in it.

i'm not sure what the answer is but it is not c. Mrs. Sue is correct and Mrs. Sue, is wrong.

At typical salinity, it freezes at about −2 °C (28 °F). The freezing point of seawater or saltwater decreases as salt concentration increases. So obviously it freezes if they have a recorded temperature at which it freezes.
