I agree with both of your answers.
They make the most sense. Affirmative action was created as a way to make up for discrimination in the past. Legislation that was passed after the discrimination already occurred didn't really help those people so they came up with a way to help them.
Some people who oppose affirmative action say that it's "reverse discrimination" which is discrimination against the majority group.
