What is the slope of that first line?
m = (Y2-Y1) / (X2-X1) = (4 - -4) / (2 - -5) = 8/7
so what is the slope of a line perpendicular to that?
m' = -1/m = -7/8
so
-7/8 = (3-y) / (2+6)
8 (3-y) = -7(8)
3 - y = -7
