I would use the first way and then subtract ur like terms and simplify, if u want u can give it a try and I can check your work
You should graph your points first and then use your translations. When you reflect on the y axis, u Multiply your x values by -1 (check to make sure) and then once you have competed that simply move your points left 3 units and down 6 units and then you will have your new points

If you mean that they have 138 pie cylinders and need 6 per kit, how many kits will they be able to make? Then you would just need to divide 138 by 6, which will come up to 23. They can make 23 kits that include 6 of the pie cylinders.
