value of nickels = 5x
value of quarters = 25(36-x)

"The value of his nickels is 1/15 of the value of his quarters" ---> 5x = (1/15)(25)(36-x)
times 5
25x = 25(36-x)
75x = 900 - 25x
100x = 900
x = 9

so 9 nickels and 27 quarters
