that would simply be

6,000 ≤ x ≤ 10,000 where x is the amount you spend

A statement such as A < x < B

can be stated x > A AND x < B

for a statement such as t > 12 OR t < 4 there is no contraction of the statement, you have to leave it in that form.
Let any letter of the alphabet = what you spend on the project.
