I assume that's a typo on the second HCOOH.

mols HCOOH = M x L = ?
mols NaOH = the same
M NaOH = mols NaOH/L NaOH. YOu know mols and M, solve for L
36.2 mL. I don't know how to get the answer but I know that that's what it is.
