Ethically and legally, the guard must follow the ban on the prisoner's mail privileges. The guard should not mail the letter. Making the guard's job easier doesn't cut the mustard from an ethical and legal standpoint. It's also in the guard's best interest to refuse this request as he might lose his job for breaking the rules.
